See & Avoid is a concept in which, in visual meteorological conditions, the pilots of all airplanes in the airspace environment have responsibility for detecting each others' presence visually and maneuvering accordingly. This creates an unsafe environment when the closure rates are high, or the visual angle to the other airplane lies through metal.
